Categories of Critical Delays

1- ECD (Excusable, Compensable Delay):

Time → extension of time.

Cost → prolongation expenses reimbursed (salaries, overhead, etc).

NND (Non‑Excusable, Non‑Compensable Delay):

Contractor‑caused.

No entitlement to time or cost recovery.

END (Excusable, Non‑Compensable Delay):

Extension of time only.

No cost reimbursement (cases could be acts of God, wars, extreme weather).

This three‑tier framework, aligned with AACEI RP 29R‑03, ensures delays are classified fairly, balancing contractor rights with employer protection.
